Watertown Police Announce Promotions to Captain, Lieutenant and Sergeant

Three Watertown Police officers received promotions this week during a ceremony at the Watertown Police Station. See more details in the announcement from the WPD, below.

Chief Justin Hanrahan is pleased to announce the promotions of Kenneth Swift to Captain, Mark Lewis to Lieutenant, and Joseph Farrar to Sergeant, effective Thursday, June 11, 2026.

Captain Kenneth Swift is a 24-year veteran of the department. He served as a patrol officer for 14 years before being promoted to Sergeant, where he spent five years as the Sergeant Detective Prosecutor and three years as the Sergeant Detective. He was then promoted to Lieutenant and served as the Lieutenant Detective for the past two years. As Captain, he will oversee the Patrol Division.

Lieutenant Mark Lewis is a 20-year veteran of the department. He served as a night-shift patrol officer for five years before moving to the Detective Division, where he worked for 10 years. Promoted to Sergeant in 2022, he has served as both the Night Shift and Day Shift Patrol Supervisor. For the past two years, he has served as the Sergeant Detective. Lieutenant Lewis will serve as the Night Shift Lieutenant.

Sergeant Joseph Farrar was appointed as a patrol officer in 2022. He served on the night shift for three years before moving to the day shift, where he has continued serving as a patrol officer. In addition to his patrol responsibilities, Sergeant Farrar has served as a background investigator and field training officer for the department. He will now serve as the C Platoon Sergeant on the night shift.
