Watertown Residents Can Serve on Massport Advisory Committee

City Manager George J. Proakis is seeking Watertown residents interested in serving as the City’s Representative on the Massport Community Advisory Committee (Massport CAC). Interested applicants should submit a letter of interest accompanied by a resume or other information concerning background or experience by Friday, August 11, 2023 by email to citymgr@watertown-ma.gov or send to City Manager’s Office, 149 Main Street, Watertown, Massachusetts 02472.

The Massport CAC is a State Agency that was established by the Massachusetts Legislature in 2014 and started operating in 2016. The Massport CAC’s mission is to provide oversight to the Massachusetts Port Authority and to minimize the impacts of its operations on member communities. MCAC’s 41 representatives are appointed by their respective governing bodies. The communities represented on the Committee are in proximity to Massport-operated airports (Hanscom, Logan and Worcester) as well its Boston Harbor facilities (Conley Terminal and Flynn Cruiseport). It has a full-time Executive Director and an annual operating budget of $500K. 

The responsibilities of the Representative are to represent resident concerns and the municipality’s interests in matters relating to Massport’s operations. Attendance at 4-6 General Membership Meetings – currently held on Zoom – is required. In the past, in-person meetings were held at the MA Transportation Building in Boston. These meetings are typically 2 hours in duration. There are other opportunities to participate on sub-committees such as Aviation Operations or Health & Environment. The Representative also serves as a liaison between the residents and Massport regarding runway use, noise, and other impacts. 

Candidates for this appointment should ideally meet requirements set out in the Enabling Legislation (Chapter 46 of the Acts of 2013, (MCAC applicable sections 54 and 55) AN ACT RELATIVE TO TRANSPORTATION FINANCE. 

The members of the Massachusetts Port Authority Community Advisory Committee shall be appointed by the chief executive officer of each community listed above; provided, that appointed members shall be versed in at least one (1) of the following disciplines: airport operations; environmental affairs, labor relations, public health or port operations.
