A former owner of restaurants in Boston and Chelsea was charged yesterday in federal court in Boston with committing fraud to obtain U.S. citizenship.

The anchor tenants of Arsenal Yards will include a Roche Bros. supermarket, a restaurant chain known for its extensive beer list and a multi-screen cinema, developers announced.
