Watertown Seeking Permission to Purchase Property in Waltham

Leo MartinWalker Pond, on the Westside of Watertown, is one of the town’s hidden wetlands. A portion sits in Waltham, and the City Council is exploring purchasing that property. The City Council voted to start the process to enable the City of Watertown to purchase a piece of land that lies just over the border in Waltham that could be part of an open space resource. City Council President Mark Sideris said Tuesday night that Watertown is considering purchasing a property that includes a portion of Walker Pond (also called Walker’s Pond), a small body of water on the western edge of Watertown. The pond is one of the few in Watertown, and has been discussed as a possible open space resource in the City.

City Council Votes Down Consideration of Creating Historic District on Main Street

An effort to create a historic district in the area of Main Street near City Hall and the Library ended Tuesday night when the City Council voted down the proposal in the citizen-submitted petition. The effort was started as a way to prevent a proposed project in the area. The Council was not convinced that the area, which also includes a block of commercial buildings across the street, has historic significance. The decision was unanimous. Had the vote been favorable, the City would have started the process to create a historic district, which could have taken up to two years, and would require a study by the Historic District Commission as well as hearings by the Planning Board and City Council.

Council Holding Special Meeting on Creating Historic District, Changing Name of Delta & Community Preservation Projects

Three items will be covered during a special City Council meeting next week: a petition to create a historic district on Main Street, a petition to change the name of the delta in Watertown Square, and to consider the recommended project from the Community Preservation Committee. The meeting will be held on Tuesday, June 21 at 6 p.m. in the City Council Chamber in Town Hall, 149 Main St. The name of the delta will discussed first, followed by the historic district proposal, and then the CPC projects. People can also participate in the meeting on Zoom.

City Manager Finalists Discuss Why They Want to Come to Watertown

The three finalists for Watertown City Manager met with the public, and answered questions on Monday night. They shared some of their philosophies and approach to leadership, as well as why they want to become the City’s chief executive. Each of the finalists, John Curran, Norman Khumalo and George Proakis, spent an hour fielding questions from the public. Proakis, the Executive Director of Somerville’s Office of Strategic Planning & Community Development, has worked in Somerville for 12 years, and before that he worked in Lowell for seven years. He said that Watertown is a unique and excellent place.

Watertown City Manager Finalists to Appear at 2 or More Public Meetings

The three finalists for Watertown City Manager will appear at public meetings at least twice in early May before the City Council makes its final decision. Wednesday evening the names of the three City Manager finalists were announced: George Proakis (Executive Director of Somerville’s Office of Strategic Planning & Community Development), Norman Khumalo (Hopkinton Town Manager), and John Curran (Billerica Town Manager). Read more about the Finalists here. City Council President Mark Sideris said a public forum and public interviews by the Council have been planned. The public forum will be held on May 9 at 6 p.m., and the Council interviews have been scheduled for May 12 at 6 p.m. Both meetings will be held in the Council Chamber in City Hall (149 Main St.), and also will be live on Zoom.

Three Finalists Named for Watertown City Manager Job

The City Council was presented with the names of the three finalists for the City Manager position on Wednesday evening, none of whom are internal candidates. The finalists are: John Curran, Norman Khumalo, and George Proakis. The three will appear at a community forum on May 9 at 6 p.m. and interviewed by the City Council on May 12 at 6 p.m.

Curran currently works as the Town Manager of Billerica, and previously worked as Town Administrator of Maynard and as the mayor of Woburn. He also worked in the private sector as a senior systems analyst and before that as a senior fund analyst at Investors Bank & Trust. Khumalo’s position now is Town Manager in Hopkinton.

Residential Snow Shoveling Ordinance Being Reviewed by Council Committees

A pair of committees of the City Council began working on changing Watertown’s Snow Removal Ordinance to include rules for residential properties, including required width of shoveling, deadlines, and fines. The Joint Committees on Public Works and Rules & Ordinances discussed the changes during a virtual meeting on March 29, and discussed some significant changes to the ordinance. Eventually the proposed ordinance will be presented during a Public Forum, and then considered by the full City Council for approval. Classification of Properties

One of the first changes was how to define properties, and which rules would apply to each classification. The current Snow Removal Ordinance has different rules based on the zoning of the area, business districts vs.

City Council Wants to Talk to DCR About Closing of Greenough Blvd.

City Councilors have invited representatives from the Department of Conservation and Recreation (DCR) to talk about the status of Greenough Boulevard in 2022, and whether it will once again be closed to traffic for several months. City Council President Mark Sideris said he would like the Council to have discussions with officials from the State agency that owns the roadway known as “Little Greenough,” which runs along the Charles River from Arsenal to North Beacon streets. “A year ago, this came before Council and we wrote a letter saying we want to have discussions, and DCR basically closed Little Greenough without any further talks with the City,” Sideris said. “I have spoken to (state) Sen. (Will) Brownsberger and he thought it was appropriate that we ask that they come talk to the Committee.”
